The Department of Human Resources and Administration is the backbone of the Marondera Rural District Council’s internal operations. We firmly believe that a healthy, motivated, and highly skilled workforce is the engine of effective local governance and service delivery. Our mandate is to attract, develop, and retain top-tier talent while providing the essential administrative and secretarial support required for the smooth functioning of all council activities across our 23 wards.
To foster a productive workplace culture and ensure council operations run efficiently, the department focuses on the following key areas:
Talent Acquisition & Management: Managing the recruitment, selection, and onboarding of qualified personnel to ensure every council department is adequately staffed with capable professionals.
Employee Wellness & Occupational Health: Championing a healthy work environment in line with the National Wellness Policy. We actively organize physical fitness initiatives, sports days, and mental health programs to prevent burnout and build a resilient workforce.
Training & Capacity Building: Identifying skills gaps and coordinating continuous professional development programs. We ensure our staff remain up-to-date with modern local governance practices, technologies, and public service standards.
Performance Management: Implementing and monitoring robust performance appraisal systems. We align individual employee goals with the council’s broader vision to ensure accountability and high-quality service delivery to the community.
Labor Relations & Welfare: Fostering a harmonious industrial relations climate. We handle employee grievances, negotiate workplace conditions, and ensure strict compliance with Zimbabwe’s labor laws and statutory regulations.
Secretarial & Corporate Administration: Providing comprehensive administrative support to the Council Chairperson, Councilors, and the Chief Executive Officer. This includes managing official council records, coordinating committee meetings, and ensuring transparent corporate governance.
