“Welcome to the official digital home of the Marondera Rural District Council (MRDC).
It is my distinct honor to lead the administrative and operational teams of this progressive local authority. Marondera is a district of immense potential, defined by our rich agricultural highveld, our expansive watershed of over 60 dams, and, most importantly, the resilience and hard work of our 136,000 residents across our 23 wards.
As a Council, our compass is set firmly towards Zimbabwe’s Vision 2030. We are transitioning Marondera from a traditional rural district into a modernized, self-sustaining economic hub. Through our recent massive investments in service delivery equipment—including our new fleet of motorized graders, water bowsers, and refuse compactors—we are proving that we do not just plan for development; we execute it.

The Role of the Chief Executive Officer
As the principal Accounting Officer and head of the council’s administration, T. Gundo is responsible for the strategic and day-to-day management of the Marondera Rural District Council.
Operating under the Rural District Councils Act and the guidance of the elected Council Chairperson and Councilors, the CEO’s office serves as the bridge between council policy and on-the-ground implementation.
Key Responsibilities Include:
- Strategic Execution: Translating council resolutions and the Marondera Rural District Master Plan into actionable, measurable projects.
- Financial Accountability: Overseeing the transparent management of public funds, Devolution allocations, and internal revenue generation to ensure financial sustainability.
- Service Delivery Optimization: Directing the various council departments—Engineering, Social Services, Environment, and Administration—to ensure high-quality municipal services reach every ward, resettlement area, and growth point.
- Stakeholder Engagement: Acting as the primary liaison between MRDC and central government ministries, traditional leadership, private investors, and international development agencies.
Strategic Focus Areas
Under the leadership of T. Gundo, the administration is aggressively pursuing four key strategic pillars to transform the district:
- Infrastructure Modernization: Prioritizing internal capacity building to independently grade rural feeder roads, drill community boreholes, and maintain world-class WASH (Water, Sanitation, and Hygiene) facilities.
- Investment & PPPs: Aggressively positioning Marondera’s strategic location along the Mutare-Harare corridor to attract agro-processing, real estate, and industrial investments.
- Environmental Resilience: Championing climate-smart governance, aggressively combating veldt fires, and protecting the district’s critical highveld watershed.
- Inclusive Governance: Ensuring that rural development is equitable, directly benefiting youth, women, and vulnerable populations across all communities.
